Bolton Wanderers and other clubs across the country are all to benefit from the introduction of an Independent Football Regulator before the end of this parliament according to a secretary of state.

Lucy Frazer of the Department for Culture, Media and Sport (DCMS) made the assurance at an appearance at a Business Club event at the Toughsheet Community Stadium yesterday (April 25).

Ms Frazer's Football Governance Bill, which introduces an Independent Football Regulator to be based in Greater Manchester, has had its second reading in the House of Commons this week and it has approval across the house, according to the secretary of state.

She told those in attendance at the Business Club event, including Bolton West MP Chris Green and Bolton Council chief executive Sue Johnson, that The Whites and other clubs across the country are to benefit from its introduction before the end of this parliament.

Ms Frazer said: "We are doing our best as a government to finish the bill as soon as possible and we are going at lightning speed for a government.

"I am confident we are able to finish the bill before the end of this parliamentary session which will enable all of these things to come into practice."

Alongside the secretary of state were Bolton Wanderers chief executive Neil Hart and English Football League chairman Rick Parry, both of whom were welcoming of the Football Governance Bill.

It aims to avoid the collapse of community clubs such as Bury FC by making sure money comes down the pyramid from the Premier League and making sure owners are subject to stricter standards.

Mr Hart said: "We will never be sustainable under these financial frameworks it is bordering on impossible. Every year we require our owners [Football Ventures (Whites) Ltd] to write out a significant amount of money and it will never be sustainable.

"I commend [Ms Frazer] and the team for taking this through and I hope we will see it become legislation."

Mr Parry said: "This is the biggest reform in football since the start of the Premier League. This is more than once in a generation, it is once in several generations, and it is exciting from our perspective to be at the debate in the House of Commons.

"There are no guarantees but there is massive momentum and we are onside so bring it on as soon as possible."
