Council criticised for 'lack of transparency' on planning applications

The Bolton News: Council criticised for 'lack of transparency' on planning applications at area forum Council criticised for 'lack of transparency' on planning applications at area forum

COMMENTS on planning applications should be displayed on Bolton Council's website again, residents and councillors have demanded.

The call was made at a heated area forum meeting in Blackrod.

The meeting, which is for residents of Horwich and Blackrod, was held at Blackrod Primary School and covered a number of areas, including controversial plans to build 1,700 homes on Horwich Loco Works.

In March this year The Bolton News reported on the outcry caused by Bolton Council's decision to no longer publish comments, either objecting to or in support of planning applications on the planning portal.

And the issue reared its head again at this evening's meeting as residents asked what the cost of the process would be.

Horwich resident Barry Jubb said: "I think it is appalling that objections are not put on the site - we are told the decision was made because of a lack of facilities, but when I submit an objection I receive an email back with a full transcript of what I have written.

"Why can't that be automatically uploaded onto the site?

"Councillors should be pushing for this."

Blackrod town councillor Stephen Laycock agreed, adding: "The most cost-effective solution is to put them automatically onto the website.

"I have been to several planning meetings where comments have been read out incorrectly and it doesn't help with transparency."

Ward councillor Ann Cunliffe pointed out that displaying the comments is not a "legal requirement" for the council, adding: "When we did display the comments it was a bonus that we had for some time, but we are not required to do it."

Fellow ward councillor Joyce Kellet added: "Because of the cutbacks we can't put every one online, but you can still go to the town hall to see them."

A spokesman for Bolton Council said that it is not the process of putting the comments online that is costly and time-consuming, but instead the process of examining each submission and redacting any personal or libellous material.

I must apologize to the citizens of Blackrod for using this site to vent my spleen on the comments about "Juke" thanking the fans of Bolton on his chance to play in the premiership. He should be thanking the cheap "barstools" who manage the Wanderers and are selling the fans down the river.

The labour council are sticks in the mud who make it hard to understand or do what's required to object to planning. Examples are evident everywhere mosques, extensions etc etc etc. Everything is built to make it hard for you. It costs less making it easier! The government has actually employed people to do this but Bolton council are going the other way. Simplify the process please.

Nutty man dude - 16,000 fans week in week out and 13,000 mid week is also selling the club down the river. If you have ever been privy to the accounts at the end of a week at BWFC you can quickly see the problem.

But why pay to see the dross we had last season? We did, even though we had the frustrations of some really bad shyte. Juke, Ream, Mason, Danns were the positives the rest mediocre.

I agree though those 'barstools' are also a massive problem.

On topic: I'm now getting sick of hearing about Bolton Council, isn't there a law that can be acted out by the public to have a re-election?

One would hope that those that voted Liebore have realized their mistake by now.

The ones who voted labour though didn't make a mistake,
council estates well maintained, benefits handed out to any one who doesn't speak English or works, free housing, free this free that.
Build a mosque anywhere you like but don't put a sign outside your shop or on your shop wall, park where you want so long as its not higher up Halliwell road than the old Robin hood pub, have as many kids as you can't afford and don't worry they won't starve the ones in work paying taxes will see to that,
Money to support your cricket club? No problem here's a million to start with just make sure you vote us back in every election please thank you as we will make sure you outnumber the ones bankrolling this shambles.

Think of those who can't travel to Bolton Town Hall without support due to age related conditions or disabilities. Have you tried to get a blue badge space when you can't walk far Mr Mrs Councillors? (I don't mind paying its the distance). Given you have to attend in the day I'm at work!! Please put this info on line or make it available in a local library etc
