A CONTROVERSIAL five-bedroomed house in Lostock has caused residents “years of torment”, a councillor has claimed, with its future still not decided.

What remains of the Regent Road house — originally built without permission — will be demolished by the developer but councillors deferred the matter again when debating its 13th planning application this week.

Planning approval was originally given for the Regent Road development, which is replacing a bungalow, in 2011, but a house far larger than permitted was built.

A retrospective application with the new dimensions was rejected, with the Planning Inspectorate upholding the refusal verdict.

A follow-up application was narrowly approved last August, but the applicant, Dr Mohammed Sidda, returned with a further application in March.

Members agreed to defer this latest application for the second time at a planning meeting this week amid concerns surrounding the building’s foundations.

Dr Sidda has now conceded that he will have to demolish what remains of the shell-like structure, but the application was still deferred after questions over whether he would be able to build on the foundations of the bigger property.

Cllr Nick Peel said: “Questions have been raised about the foundations that are in place. The applicant will have to start from scratch after it is demolished.”

Cllr Bob Allen, for Lostock, called for the application to be refused so a fresh start could be made with a new design, although Cllr Peel said this was not possible under planning law.

He added: “We cannot say ‘we are not going to deal with this any more, as it has gone on too long’, we have to deal with applications on their merits.”

Cllr Allen said: “This is the 13th application in over four years, spanning five planning committees and outlasting four different Bolton News reporters.

“If this house is to be demolished, there is the opportunity to forget the previous application and years of torment and make a fresh start with a fresh design.”

Margaret Collier, chairwoman of Lostock Residents’ Association, said: “We request the council establishes precisely what this scheme entails before members are invited to approve it.

"We do not feel the two months delay for better evidence, imposed at an earlier planning committee meeting, has been put to good use here.

"We hope the council and the applicant can engage constructively to deliver a solution.”

Dr Sidda did not attend the meeting.

The committee’s chairman, Cllr Hanif Davesh, asked planning officers to request that Dr Sidda attends the next meeting so he can answer questions from members.

Is our planning committee so idiotic that the simple solution is totally beyond them? A plan was submitted and authorised - Lostock hasn't changed so why should the plan? Anything that exceeds this gets demolised until the resident meets the requirements of the community.

Seems to me that as it was built without permission then it is quite clear, demolish it! Did the architect have no vision? It is completely out of character for the area and has, as reported, caused untold misery for the locals. It beggars belief why it has been allowed to carry on this long. I hope my upcoming application doesn't ....

You can't just chip bits of an existing structure off until it becomes a different smaller structure! Interior walls are different to exterior walls you know!

How can anyone say this house is out of charachter in Lostock? Nearly every house on that road is unique. What about the white, flat roof house on regents road, it's probably the most unique house in Bolton not a single one like it, why didn't the Lostock Association object to this???? Not to forget the trees that were protected and chopped off by the developers????? It's a fact the so call lostock association are a bunch of arrogant stubborn bunch. They don't allow new members in their magic circle, they have the council under their thumb. They give problems to EVERYONE who makes an application but won't refuse if your friends with them. This Dr served the community for nearly 50 years, he was a good Dr and deserves that his house is finished. Take a drive on the road, I'm not just taking sides, it blends in with other properties it obviously needs to be finished. Bottom line, every area should make their own "association" and make the council subservient to it. It's a known fact if lostock association like you then you can build anything like the glass fronted, white flat roof building which looks like something from Miami.

English Character exactly tell that to the fools who think a similar looking building on Seymour rd which is structurally unsafe and has been approved for demolition then have had objections because Bolton will loose its British heritage you could understand but the building is not even listed . But on the point it being a monstrosity well its not that big compared to the other houses on the street. There's one a few doors away very similar. You need you drive up there and make a judgement. If not go on google maps and take a look your self. Its Lostock they have big houses there.

The irony is that for all the stress caused to this chap by the residents, he still owns the land and he will eventually build a house! There are many Asians moving into lostock with money so those who have jibed about the house looking like a mosque, well you may have just given those Asians a good idea to embark upon.....do I hear the residents association sharpening their pencils for another battle...( which they will never win!!)
