Why recycle?

WHAT is the point of the council exhorting people to recycle when it appears to do the opposite?
Recently, I complained that the recycling bins at the flats where I live had not been emptied since October.
Instead of ensuring the bins were emptied, some bright spark decided the best way to address the problem was to remove the bins altogether.
We are now left with no recycling facilities!
