DOES the Leader of Bolton Council respect the historical nature of the town hall?

When the contractor was appointed for the fist phase of the town hall refurbishment the North West Construction Hub published a newsletter that quoted the Leader of the Council.

He said "We look forward to working with them to increase occupancy, improve facilities for staff and members and reduce future spend on the building, while respecting and protecting the character and historical nature of Bolton’s key civic landmark.”

I wonder if he believes that the current proposal to cut holes in the front of the town hall is “respecting and protecting the character and historical nature of Bolton’s key civic landmark”?
