I COMPLETELY agree with Steven Chadwick's view that town councils provide a valuable service for their communities and, of course, they could be more ambitious.

However, I question his critique of the relationship between Horwich and its district council, Bolton. The major services of children's provision and adult social care were not provided by Horwich Urban District Council when it existed and couldn't be provided by Horwich Town Council.

In my experience these services are provided to a high standard by Bolton Council. The council maintained schools in Horwich are all rated good or outstanding; daily, children with special needs are transported to schools where their needs are met, vulnerable elderly people are assessed and receive the packages of care they deserve.

Moreover, Horwich has received and is receiving considerable investment. The railway terraces have been given a facelift, the Brazley Centre is currently being completely refurbished, we are to have a new Leisure Centre and new Health Centre, a 3g football pitch will be installed at Station Park and the Green Lane football pitches are undergoing a major piece of work to improve their drainage.

Statistics show that unemployment is lower, death rates are lower and health is better than in most other districts in the borough. To me the evidence is clear. Horwich gets a good deal by being a part of the Bolton family. As for joining up with Chorley, I'm guessing many of the residents of Euxton and Coppull would have as many reservations about their district council as Steven has about Bolton. The grass on the other side is often greener!
