I HAVE read a few times in articles in the Bolton News that the local authority has no responsibility regarding fly tipping on private land as that is the land owner’s responsibility and as such all the local authority can do is pursue the land owner to shift it.
I don’t get this. In my simplistic view, I would have said that a crime had been committed. As such it is therefore the responsibility of local government to investigate and from a health and aesthetic point of view take action to remedy the situation.
If the land owner caught the perpetrator in action, beat them to death and buried them, I don’t think we would be saying, “Oh that’s on private land. We can’t do anything about that.” In the same way fly tipping is a crime and should be treated as such whether it is on private land or not. I know we all pay for it via our council tax, but the vast majority of us want to live litter and rubbish free wherever it is found.
