Why is Westhoughton street missing from the town map?

IT is with great interest whilst flicking through the new Westhoughton Town Guide for 2017-2019 my husband and I noticed our street where we live has been completely omitted from the town map. Mabel Street should appear on the map off Leigh Road just before Daisy Hill Train Station, does this omission mean we are not liable for council tax? Or perhaps this explains the reason for a lack of interest shown by the council for road and pavement repairs and the appalling parking situations we find ourselves in every day with overflow from the train station.
