Go-ahead for congestion charge poll

PEOPLE in Bolton will get the chance to vote on Greater Manchester's controversial road charging scheme.

Last night, Bolton Council unanimously passed a motion to hold a poll on the plans, should the Government give the scheme its backing.

The Association of Greater Manchester Authorities (AGMA) has bid for £3 billion of Government cash to fund public transport improvements, including a new transport interchange at Bolton railway station and an 11-mile bus corridor linking the town to Manchester.

Proceeds of the road charges, which could cost motorists travelling into Manchester city centre up to £5 per day, would be used to repay £2 billion of that cash.

But Bolton's Liberal Democrats said the only way to properly consult people in the borough about the plan would be to hold a public vote.

And at last night's full council meeting, transport spokesman Lib Dem Cllr David Wilkinson moved a motion to hold a referendum, should the council indicate its intention to proceed with the plans.

He said: "We should consult the public on this issue. The decision should be between those who have to use public transport and those they are asking to pay the congestion charge."

The motion was supported by the Conservative and Labour councillors.

Conservative leader Cllr John Walsh said: "This party remains opposed to congestion charging. However, I believe the motion does not go far enough. I propose we have a poll on the issue on May 1."

He then handed in a 22-name petition to that effect.

Cllr Nick Peel, executive member for environmental services, said: "We supported the bid. We have always said it would be folly not to at least seek further information about what was on offer.

"If the Government says yes to the AGMA bid, the executive would only give its support if it was in the best interests of this borough. If we decide it is, we would not have a problem with holding a poll on the issue."

Speaking with regard to a congestion charge for the borough, council leader Cllr Cliff Morris said: "I have always said I will never ever support a congestion charge for the people of Bolton."

Hmmmmmmmmmm, they cant really think it will be widely supported can they??

Mind you, Wilkinson is up for election in May so he has to get his point scoring in pretty quick after the damage of the last 3 - 4 years.

As with all referendum's the way the question is worded is all important.
It sounds a nice idea, consulting the public and all that but, and I'm only guessing, I would say that only about 10% of Bolton's motorist drive into Manchester and would be required to pay it, while 100% could vote and would overwhelmingly vote against it.
Wilkinson said that those using public transport and those being asked to pay it should decide, I don't see how it would work

A poll sounds good but what loaded question will they use how about:
' Do you support government plans to improve public transport?'.
A more honest question might be:
'Do you support government plans to increase transport taxes to force you to increase the profits of private bus companies so they will contribute more to Labour party election funds.'

I've said it before and I'll say it again, the council has narrowed all the roads around the Bolton areas. Hence congestion charge is on it's way. Who will count these votes? Will it be an independent firm or the council?

Its a sham.

As AGMA look for views from across Greater Manchester Boltons will account for little.

Congestion charging its on its way people.

The road narrowing scheme and congestions creating scheme by this council is proof enough of that already.

The only way you get away is if your car does less than 120g/Km CO2

Then its £35 a year car tax and congestion free as it is in London.

Great new, a better public transport system for Greater Manchester, less pollution, cleaner air, healthier children and fewer unnecessary journeys.

BMW are currently building their main North West dealership in Bolton in the wake of the imminent congestion charges in Manchester.

That's the answer then! Manchester operates the congestion charge and Bolton doesn't. That way we can enjoy all the investment moving out of the city!

Congestion charges will simply force business out of the congestion zones.

It hasn't happened in London, yet, because of higher incomes and a really good public transport infrastructure BEFORE the charging.

BUT UK public transportis too expensive - simply compare any European metro fare to that of the Tube and you will be shocked.

Furthert the charge has nothing to do with congestion. Do you really think that there would still be no charge if EVERYONE drove around in sub 120gCO2 cars?

Im sick to death of this government taxing to death the normal hard working Brit! Gordon Brown isa an un-elected PM (how many people look at the names of the person they are voting for?) I bought my car 4 years ago, it cost £27.00 to fill up then, it now costs over £40.00 now, and as for public transport, I had to use a bus the other day, there was a "Child" on the bus who's every other word was "EFF"! you can't say anything anymore, on subject of buses, why is there always 3 empty buses at the Oldhams school stop at a time?

Even if Bolton Council said NO to a congestion charge, it couldnt stop Manchester and Salford introducing one within its own boundaries, and it obviously wouldnt stop Bolton people paying it. I doubt very much that Manchester will have its mind changed on this by Bolton or anyone else.

I think the only power our coucil have on this is to say - no charge zone within Boltons borders. The quote from the Leader of the Councis is seems clear on that one.
