A BUILDER who dumped a toilet basin, a sink and bricks in the road outside people's homes has been fined for flytipping.

Stephen Clare was found to have left the white toilet basin and sink as well as a black builder's bucket, bricks, plasterboard and foam in Back Tonge Moor Road.

Bolton Council received numerous complaints about flytipping on the street in September 2013, and it was found that there was CCTV cameras which covered the area.

The footage showed a white van with the name Belmont Building Services, and featured footage of a man taking rubbish from the back of the van and dumping it on the road.

The council managed to trace Stephen Clare as the owner of the van — but he denied dumping any waste and was abusive to officers interviewing him.

The 53-year-old was served with a legal notice ordering him to make sure waste from his building jobs was properly managed.

He was also served with a notice demanding he proved he has had a waste carriers licence.

At a hearing at Bolton Magistrates Court, Clare, who was charged under the address of his firm, in Belmont Road, pleaded guilty to both counts.

He was fined £130 and ordered to pay £1,000 in costs, as well as a £20 victim surcharge.

Cllr Nick Peel, the council's cabinet member for environmental services, said: "Taking building materials from a site and dumping them outside people’s houses is completely unacceptable for the people who live there.

“How would he like it if he woke up one morning and opened his curtains and saw the waste outside his house? It is very good that he has been brought to justice over this.”
