Staffordshire Police said a file on the tragedy, which happened as the family members were en route to a wedding in Bolton, was being prepared for the Crown Prosecution Service.
Adnan and Arsalaan Habib, aged 10 and four, and their aunt, 32- year-old Bushra Tazarib, all from High Wycombe, Buckinghamshire, were pronounced dead at the scene of the crash. Two other women were treated in hospital after the accident at about 11.25am on the northbound M6 near Stoke-on-Trent.
Thousands of people, including boxer Amir Khan, attended the brothers’ funeral in High Wycombe on December 29.
In a statement, Staffordshire Police said: “The investigation into this incident is almost complete and a file of evidence will be sent to the CPS for consideration, as is usual practice in fatal road traffic collisions
