The proposed development in Wearish Lane made insufficient reference to soundproofing and was too close to neighbouring properties, according to town councillors.
They unanimously agreed to recommend refusal to Bolton Council for the plans.
Leader Cllr David Chadwick said: “Really soundproofing is a prerequisite for this application so it is less intrusive for neighbours”
Bolton Council has already refused two letters of objection to the plans from residents.
