A ROW has broken out over rubbish being dumped in Deane after town hall bosses refused to remove it because it is in an unadopted road.

Residents in Glen Avenue are furious that fly-tippers are leaving rubbish in their back street and on Wigan Road.

But Bolton Council says that because Glen Avenue is an unadopted road they are unable to intervene.

The culprit has not yet been identified.

Mr Hood, aged 68, said: “It’s just an absolute disgrace. Nobody wants to do anything about it. It’s a health and safety risk, yet nothing is done to try to stop it.

“Bolton, as a whole, is an absolute dump. I’m ashamed to live in Bolton when it looks like this.”

Mr Hood claims to have seen a refrigerator, a carpet and a paddling pool among other items in the street behind his house.

Since Glen Avenue does not have a tarmac road, the council say they cannot send inspectors to clear up the rubbish.

There is no problem with Wigan Road, however, which the council says is well within their remit.

A spokesman said: “We take the issue of fly-tipping in Bolton very seriously and always investigate any waste left to see if we can find out who is responsible.

“We also clean all adopted roads in the borough on a regular schedule.

“Back Wigan Road is an adopted road and so the fly tipping has been inspected and, as no responsibility has been identified, will now be removed in early October.

“Back Glen Avenue is an unadopted road. Again, the fly-tipping has been inspected and no responsibility identified.

“The council does not have responsibility for clearing fly-tipping on this unadopted land and unfortunately the responsibility generally rests with the adjoining land owners to clean and maintain this road.”
