Shop bosses praise Bolton free parking scheme

The Bolton News: The Topp Way car park The Topp Way car park

RETAIL bosses have praised the council’s decision to offer free car parking at the weekends for further year in a bid to boost High Street sales.

Bolton Council leader Cllr Cliff Morris announced that cars parked in the Octagon, on Deane Road and Topp Way at weekends and bank holidays can stay all day, for free, for another year.

It comes as new figures shows that since free car parking was introduced in May, the number of vehicles using the multi-storey car parks has gone up by 92 per cent.

The scheme was due to end in three months — but will now be extended until May 2015.

Malcolm Angus, manager of Crompton Place shopping centre, said: “Any strategy to bring more customers and people in Bolton town centre is good news.

“Since the free parking started we’ve noticed people’s shopping patterns getting slightly longer — it’s a little bit more consistent between 2.30pm and 4.30pm, whereas previously it would nosedive around 3.30pm.

“It’s keeping people in the town centre for longer, to the benefit of retailers and Bolton as a whole.”

Tim Vaughan, chief executive of the Moorgarth Group, which owns Market Place, agreed that extension of free parking would mean more shoppers coming to Bolton.

He said: “It indicates the council’s determination to help regenerate Bolton.”

Sean Harriss, chief executive of Bolton Council, said it was the right move to extend the pilot scheme.

He added: “We’ve been very encouraged by the number of people taking up the free parking and the very positive feedback we’ve had from businesses. It seems a lot of people are using the car parks and it is helping to bring more people into Bolton.”

Speaking after the announcement Cllr Morris said the decision was taken after consultation with local businesses who said they noticed their footfall increasing as a result.

He added: “The results are encouraging and it’s getting people into the town centre, which is in competition with other, out-of-town businesses.

“It’s only right that we encourage people to come into Bolton.”

Why don't the shops then pay for the free parking rather than us Council tax payers?????

Corrupt Council, its like they really want UKIP in next election.

The council can encourage people as much as they like Bolton is still a dump. All it's character is gone, destroyed by this council.

Here here! It 'll take far more than free parking to get me to shop in Bolton!! Id rather spend the money saved on parking in Bolton and use it on fuel to go to somewhere decent like the Traff or Manchester City Centre.

Council creates free parking to get people into ton centre and the shops see a marked increase and yet some people are still not happy!!!

People moan that there will be no free parking for the new "family-centric" activities in the town centre but they forget about the free car parks - would this new development of Bolton be happening if the free parking wasn't round.

Some say its a waste of our council tax - lets put this in a spin. We don't have free parking but have to pay for parking which would cost us MORE than the council tax paying for the free parking - I will vote for the cheaper option every time!!!!

Okay, it's a start, but don't let's get over the top. Just came back from Florida, and each and every car park, may it outside or inside, or in department stores, are to be used totally free, disregarding period of parking. And this has been going on, in many cases a long long time ago!! To help the retail business, the council should unilaterally declare Bolton a free parking zone. The world would spread around in no time. Presently, the people still have to pay for the privilege of parking their cars, like the market place car park, and others!!!!

surely more affordable bus service would be more environmentally friendly than fetching all the carbon monoxide spewing vehicles into the town center ... car drivers are 100 times more pollutive than smokers of any substance even though they never admit it .... surely a better transport system in and out of town would be better funded than any cheap parking lark

Slight difference is that the US, especially Florida, is very much car-centric and they even use a car to go to the nearest supermarket which could be literally just 100yards down the road - plus they have the land to build huge car parks unlike over here - and then there is the very high risk of sink-holes suddenly appearing, unlike in the UK, in which people could lose their cars!!!

Nice free-paring would be nice for the ton centre but how much is the upkeep of the carparks? Also lets not forget that there are other carparks in TC which are not operated by Bolton Council/NCP but by other operators who are just as bad, if not worse, than BC/NCP!

But the problem with that is that the majority of bus services are NOT subsidised during the daytime and are operated commercially (i.e. for profit) by the various bus companies (of which none are owned by Bolton Council as they are not allowed, by law, to own a bus company). The only subsidised routes are: 512, 513, 515, 521, 525, 526, 527, 544, 550, 553, 557, 559 and 570 - hence they are only hourly because the bus companies submit over-the-top expensive quotations to operate these routes on behalf of the TfGM.
