Summary

  • Live updates from the last full council meeting before the local and European elections on May 22.
  • The meeting is due to start at 7pm, and topics up for discussion are:
  • Cllr Mudasir Dean’s call for all schools in Bolton to fly the union flag and sing the national anthem at assemblies.
  • Whether to limit the number of lap dancing clubs and sexual entertainment venues across Bolton.
  • Cllr Kate Lewis’ bid to tackle the effects of fixed odds betting terminals – dubbed "the crack cocaine of gambling".

8:39pm

And we're done. Thanks all for following and make sure you check Friday's paper for a full round up of all the stories and reaction.

8:38pm

Motion passed unanimously.

8:37pm

Cllr Jones said these machines target vulnerable members of society who chase the dream of a quick buck

8:35pm

(Motion also proposes writing to Maria Miller MP... not sure that would work so well any more!)

8:33pm

If approved, the motion will mean this council will write to the government to demand urgent action against fixed betting odds terminals, and to create a separate planning class for betting shops

8:31pm

Says there is a 'farce' that pubs need a licence for more than 2 gambling machines, but bookies can have four with no regulation

8:29pm

Cllr Bob Allen supporting this. Says he has first hand experience of being told there's no food on the table because a family member has blown away their earnings gambling.

8:25pm

Gone to a vote - and it's approved. Next up is an interesting one from Cllr Lewis on restricting the proliferation of fixed odds betting terminals.

8:24pm

Cllr Walsh back on his feet to challenge Cllr Harkin's "flights of fantasy". Says Tories can't put right in three years what Lavour did wrong in 13 years.

8:18pm

We will support the motion because we want more trains, Cllr Harkin adds, but warns against backing Cllr Walsh because he's been "consistently wrong" on any issue in the council in the last 30 years.

8:15pm

Cllr Guy Harkin calling on Cllr Walsh to 'smell the coffee'. "There has been a whole sale transfer of resources from the north west of England", he said.

8:13pm

The carriages that Bolton will receive are 27 years old, he adds, and train drivers will need to be trained up on them

8:11pm

Cllr David Chadwick speaking against it. Saying it doesn't recognise the hars work of Bolton's three MPs, and also doesn't acknowledge the fact that a First Transpennine Express during the morning has been lost

8:08pm

Cllr John Walsh moving his motion now - welcoming the pledge from PM Cameron to bring more carriages on the Bolton trains in the early morning

8:05pm

33 votes for, 12 abstained, four against (correction - it was actually 34 for, 11 abstentions and four against)

8:04pm

MOTION IS CARRIED

8:01pm

Cllr Dean responding now - and we're going to a vote.

8:00pm

Cllr Greenhalgh speaking very passionately for the motion. Said this country is very patriotic when given the opportunity - and what better way then to normalise that when at school. They won't be forced - and the cost of flag poles shouldn't be an excuse.

7:55pm

Also says he, too, is relaxed - Frankie Goes To Hollywood should be the sound track to this debate

7:55pm

Cllr Greenhalgh agreeing it is political - to claps from Labour!

7:54pm

Cllr Morris saying Labour group have a free vote - and he'll be voting for it. The Union Jack flies outside the Town Hall every day .

7:51pm

Cllr Morgan saying he's 'flabbergasted' that flying the Union Jack could be deemed un-British.

7:48pm

Cllr Cox said he detects "angst" from Labour about this motion. "I think you should relax about it", he says, which ironically enough has made the Labour bench quite vocal

7:46pm

"If we in Bolton ask schools to do this - then what happens when their parents object?" she said. Also - God save the Queen!

7:43pm

He's going to abstain. Cllr Ismail speaking, says it IS a political motion - but she's going to support it (with reservations)

7:41pm

Cllr Kevin McKeon speaking now "as a teacher". Said the motion is an 'american' thing to do - it's a cultural thing.

7:40pm

Also saying he believes the national anthem is more special when it's heard just on special occasions - like the Olympics

7:38pm

Said budgets are very tight, will there be extra money to fund new flags if Scotland leave the union? And is there time to sing the national anthem during assemblies?

7:35pm

Cllr Peacock now. Admitting to singing along at the last night of the proms. But saying it's 'un-British' to ask schools to do this - "i don't see why we  have to write to schools to tell them to do something they can already do."

7:34pm

Cllr Radlin speaking now, says he has concerns about the motion. "Why in this country do we not having the Union Jack flying from the Town Hall, but also libraries and post offices?"

7:31pm

Also arguing that singing the national anthem would help integration of new people.

7:30pm

Adding he believes that the national anthem should be a part of everyday life. Generations of young children don't know the words of God Save The Queen, he says.

7:28pm

Saying it is unacceptable that the Union Jack has been hijacked by far right groups. "Events of recent years have shown that we can be proud of our nation and can be patriotic"

7:26pm

Cllr Dean saying when his grandfather moved to Bolton from India the countey was more patriotic

7:25pm

Jeers when he says it's not a political motion - Cllr Peel saying "You're afraid of UKIP"

7:24pm

Right here we go - Cllr Dean getting up to speak.

7:23pm

Still approving minutes...

7:22pm

We're almost on to the fun stuff

7:22pm

Now approving the minutes of the planning committee & licensing committee

7:21pm

Leader Cllr Morris responding - he says Cllr Walsh's study is out of date, and that the coalition government targeted local government funding from the moment they were elected. "There are statistics and statistics - and then there is John Walsh's statistics" he says.

7:19pm

Cllr John Walsh bringing up a study into deprivation, showing Bolton is lagging behind in closing the gap between the richest and poorest.

7:12pm

Cllr Nick Peel moving to change the sex establishment policy. - this is looking at limiting the licencing of sexual entertainment venues (lap dancing clubs etc) so it's harder for more to open. It's been passed too.l with no debate.

7:10pm

Now Cllr Cliff Morris moving the quaretrrly report on executive decisions. No debate, passed.

7:09pm

Next item - confirming the minutes of the last meeting - Ayes all around

7:08pm

Cllr John Walsh adding his thoughts: "Mr Mayor, you have mantained the highest possible standard."

7:05pm

Vote of thanks for the Mayor now, led by Cllr Connell. "You have been wonderful ambassadors for Bolton", she says.

7:04pm

Paul Howard being welcomed - he is the new man in charge of complaints handling at the council.

7:03pm

And we're off. Prayers and the Mayor has taken his seat.

6:59pm

It's also the final council meeting for the outgoing Mayor of Bolton Cllr Colin Shaw and his wife and Mayoress Dee. Cllr Martin Donaghey will take over the pist for 2014-15.

6:58pm

A few interesting things on the agenda tonight - most noticeable Cllr Dean's bid to see all schools in Bolton raise the Union Jack over their grounds. I'm hearing that this has caused a bit of a stir among councillors, we'll wait and see how they vote

6:57pm

Evening all and welcome to full council - the last one before the local and European elections. The councillors are taking their seats and we're almost ready to get started.

4:04pm

The meeting is due to start at 7pm.

4:03pm

Good afternoon. There's an interesting set of items on tonight's agenda, including sex shops, lap dancing and gambling. And let's not forget patriotic Cllr Mudasir Dean's bid to get all schools in Bolton to fly the union flag and have children regularly singing the national anthem.

Sex shops and lap dancing clubs. Why can't they discuss something more important such as bin collections or dog fouling?

This town councils collective of imbeciles are inept at dealing with proper issues. How any of them manage to get out of bed of a morning is beyond me.

The town centre is an utter disgrace, the wider town is a disgrace, the incumbents trying to run the place are a disgrace. They have never had any idea of what they are supposed to do, and the sooner they are back-hoofed clean out of office, the better.

I'll reply to that cllr who is wondering what they will do if parents object to flag and anthem- quite simple, you tell them to get a life because you one live in Britain and you're allowed to put your flag up, two we are in Britain and you're allowed to sing the anthem. If someone doesn't like it then they can quite easily move to a different country.
Let's put an end to that rubbish about offending anyone.

Which part of town do you live in atlas because the streets around here are like a third rate country. The bin men use every excuse they can not to empty a bin what they think happens after they don`t care, because after perhaps a couple of weeks and a few complaints and when the bins have been overturned by some mindless morons they send another load of men to clean the mess up.
I have complained many times to the council but they just listen give you some crap about investigating and then nothing happens. Perhaps this is the councils way of protecting jobs, one lot of workers leave a mess then another clean it up. Perhaps councillors could discuss something like this at there next meeting or would that require doing the job they were elected to do

Sick of complaining
