A FLY-TIPPER has been landed with a £700 court bill after dumping bin bags at the back of her house.

Kelly Taylor was found guilty of fly-tipping in Woodfield Street, Great Lever, at Bolton Magistrates Court.

Taylor, aged 26, failed to attend the hearing.

The court heard that she could have escaped with an on-the-spot £50 fine — but failed to pay in time.

She had already been warned by a council leaflet telling her how to present domestic waste at the back of her house.

Despite admitting receiving the council leaflet, Taylor still dumped several bin bags outside her house, claiming her bins had not been collected.

Cllr Nick Peel, the council's executive cabinet member for environmental services, said: “We are pleased that the court is fully backing Bolton Council’s enforcement action on fly-tipping.

“This particular case was unacceptable. Piling rubbish outside your property upsets neighbours and is something that we are not prepared to tolerate.”

An environmental enforcement officer had spotted the build-up of waste in Woodfield Street while patrolling in the area in February this year.

Taylor told the officer she had not had her bins collected.

She added that someone had told her to put up to three bags out and that they would be removed on the next collection.

Taylor also showed the officer more waste in her back yard.

Council records proved there had been no missed collections in Woodfield Street — and Taylor was given an on-the-spot fine.

She was fined £75 — which is cut to £50 if settled within 10 days — but she failed to pay.

After court proceedings Taylor was fined £400, and ordered to pay costs of £296.
