A DOG walker has been fined after allowing his dog to foul in the street - twice.

Bolton Magistrates heard Niculae Novac refused to clean up the mess caused by his dog in Rudolph Street when challenged by patrolling enforcement officers.

He walked away from them with his family, but they followed him round the corner to Parkfield Road where he allowed the pet to defecate on the pavement for a second time.

Novac, branded "arrogant" for his actions on November 27 by councillors, again did not clear it up and still refused to give details and be issued with a penalty notice. The council had to resort to calling in the police to get Novac, who required a Romanian-speaking PCSO to interpret, to co-operate.

Novac, aged 38, of Beechwood Street, was fined £200 and ordered to pay £520 in costs, was one of three dog foulers successfully prosecuted at Bolton Magistrates Court on May 18.

The trio were forced to pay a combined £1,260 in fines and court costs.

Council officers gave up trying to reason with Novac and returned the next morning, but he continued to ignore the council staff.

On December 4, the council caught up with him at St Simon and Jude Primary School, accompanied by a PCSO, and he admitted the offence.

Cllr Nick Peel, cabinet member for environmental services, said: "This says to me a complete lack of understanding about his responsibilities of living in a society with other people.

"That mixed in with a dose of arrogance about what he thinks is acceptable.

"Even if it is the case that he was unsure of the law, you would still think there must be something in her head telling him that this is just unacceptable."

Chloe Prince, aged 22, of Kilsby Close, Farnworth, also appeared in court and was fined £75 and told to pay £120 costs.

She was exercising her dog in Doe Hey Park, Farnworth, on November 11 and allowed it to foul on the fields.

Council officers issued a penalty notice, but Prince failed to pay this for three-and-a-half months, when she was summonsed to court.

Susan Ward. aged 55, of Gisburn Avenue, Johnson Fold, was fined £150 and ordered to pay £175 in costs after her case was proved in her absence.

She let her tri-coloured Jack Russell defecate on the grass in front of a house in her street.

A council officer spotted her walking off without cleaning up and issued her a penalty notice.

After the last date for payment passed, Ward claimed she had paid the balance at Bolton Library but had no proof.

Council systems said she had not paid and she was consequently taken to court.
