Town Hall's bottled water ban

BOTTLED water has been banned from all council-run buildings in Bolton.

Instead staff and councillors at the Town Hall, local authority offices and schools are being told to drink tap water.

The move was suggested by council leader, Cliff Morris, in a bid to help save the environment and promote the use of the region's tap water supplies.

It was given cross party support at a meeting of the full council this week.

The move will lead to all water coolers which have large plastic bottles on top being removed from council buildings. Smaller bottles, which are sometimes supplied will also be banned. They will be replaced with water fountains which will be connected to the main supply.

Cllr Morris said: "This is a green issue and we felt we should lead by example. We are looking at our recycling rates and are trying to set an example.

"We have a pure water supply and we will be drinking it at the Town Hall as a way of encouraging people to drink our own water."

The measures will be brought in gradually so a full evaluation can be carried out to ensure the tap water is safe to be drunk as there are fears supplies to some of the council's older buildings could be carried through lead pipes.

It is estimated the council spends around £32,000 every year bringing bottled water into its buildings. It buys supplies from Bronte Water, which is bottled from a spring 50 metres under the Pennines in Haworth, Yorkshire.

It is not expected the plans to ban spring water will initially save cash as work will have to be done to connect fountains safely the mains supply.

The move was overwhelmingly supported at the full council meeting.

Leader of Bolton's Liberal Democratic party, Cllr Roger Hayes, said: "Properly filtered and chilled tap water us just as good as anything you ca buy in a bottle and is a lot more environmentally ."

Some councillors had concerns about the addition of fluoride to Bolton's water supply in the future.

Cllr John Walsh, leader of the Conservative Party in Bolton, said: "We fully support this measure on environmental grounds. However, by taking away the choice to drink bottled water, we are forcing people to drink tap water, which in time could contain fluoride. That would be wrong.

"This motion in reality, was nothing but a token gesture with empty sentiment."

But Cllr Morris insisted the issue would be re-examined if fluoride was added to the borough's water.

He said: "We haven't got into the debate about fluoride and at the moment people are happy to drink tap water."

Are you pots for rags ? As an example, you could have bin wagons stopping at the boundary between BX and Astley Bridge.
Chaos and in the long run far more expensive.

I think it is the size of the place coupled with the facilities. We need to the see the ones which are more expensive to get a balanced view. Also we ended up paying more when we became Gtr. Manchester. In Horwich we pay a bit more still for the Parish Council!!!!!!

Wasn't the council tax introduced AFTER the disastrous poll tax which replaced the local rates?


In other words we were already part of Greater Manchester (by about 20 years) before the council tax was introduced.

The are about 1% more expensive.

Why should we pay extra in Horwich when we dont actually receive any better/different service to anyone else in the Borough.

The issue IS abotu council Tax as thats why they are trying to cut back on costs so council tax charges dont rise.

WE are one of the highest charged in the country as the table above shows.

They are taking us for fools.

How can one council provide all the same services at EIGHTEEN TIMES less the cost.

I believe in the freedom to choose. If the council provides tap water, then employes can bring their own if they prefer. I never buy bottled water, because I find it a waste of money. A can of beer is cheaper.

That table of council tax costs is totally wrong, the bbc has obviously messed it. Did you seriously think people paid less then £100 per year??? I just checked one of them because it looked so ridiculous - Exeter £114.98 on that table. Actual council tax for band D in Exeter - £1329.14. Does that make you feel any better?

They are usually right I hope but those figures looked so dodgy I had to check. As for the original story I think it's a good money saving idea, bottled water is filled from taps anyway and still people pay a quid for a bottle of it lol

so after years of pouring money down the drain by buying bottled water. Our self serving councillors are trying to make political capital out of finally doing the right thing.

When taken as a whole, over all the national and local government buildings, quangos and state funded projects. I wonder just how many hospitals or other useful facilities they could have provided in place of this needless extravagance.

30 years ago, when I worked in engineering. Buying a bottle of water would have been up there with being sent for a long stand, a bucket of compression or a quarter of chocolate contraceptives.

So the Council are abolishing water tubs.

How will this affect the fluoride debate? Will the zombies in the Town Hall become high as kites, the prozac effect?


The fact is, nobody has ever challenged Bolton Council to give a breakdown of how they're good value as claimed.

Overall from my own studies, Bolton is a very expensive place to live, house prices are higher, poll tax, higher and some of the most hare brained schemes I've ever witnessed.

Abolishing bottled water.

This can be taken 2 ways. Firstly, tehre was a report out a few weeks ago - as mentioned on Watchdog as well - advising that bottled water is neither better or worse than tap water! The second way, doesn't this infringe on the human right of choice for its employees. Choice of either tap or bottled.


I could understand it if they stopped selling/providing it to their staff but to ban them from takeing in bottled water is hilarious.

Is this another cae of Morris wanting to become the newest communist dictator - do as I say or else!! - He already ignores the voices of the majority (just as much as any other dictator).

Sooner these bafoons are gone and replaced by people who actually care about the populous and the town the better (but even at the locals if they do go, they will be replaced by more of the same ilk!)

The figures given earlier are just sloppy journalism.

Breckland Council provides nowhere the same amount of services as Bolton. It is a district council so all education and social care is provided by NorfolK County Council.

From Breckland's own website it says a Band D resident pays £1384.21 a year. £61.98 goes to Breckland with the rest to Norfolk County council and the police and other services in that area.

A Band D resident in Bolton, will from April, pay £1,327.57 a year.

So Bolton is in fact £57 cheaper not 18 times more expensive.

You can only compare Bolton against other metropolitan, or unitary, not against district councils.

This is about the water coolers in offices and meeting rooms being changed - where possible then coolers attached to the mains will be installed instead. Water in these coolers also has more bacteria than out of your tap - the cold bit is sat there - and may have been sat there for a week or so since the last person used it. A friend with cancer was told not to drink from them due to increased risk of infection. The article is not banning staff from taking own bottles in!

Fluoride should be a matter of choice and not compulsory. Its not a medicine its a poison as toxic as arsenic and an aggressive acid which if spilled in your street will require evacuation of the area. Its not legal under human rights legislation and its illegal under trading standards laws to make false cliams like the government is doing about this non medicine. The government have indeminfied the water companies against legal action and non payment of water bills. Dont pay to be poisoned, tell the Water companies you dont want it and wont have it.
