HALF of drivers causing traffic jams in Greater Manchester would not be affected by the proposed congestion charge.
A detailed bid submitted to the Government by the region’s 10 councils shows that half of the area’s jams happen outside the M60 ring road.
If implemented, the congestion charge would apply to vehicles entering the M60 ring in the morning peak period and leaving in the evening peak period.
A second charging zone would be created in the city centre.
The bid document shows a calculation that estimates only 28 per cent of the economic cost of congestion is caused by traffic that crosses the two proposed charging zones, while 50 percent is caused by traffic outside the M60.
