Household waste bins to be emptied every two weeks

BOLTON’S weekly bin collections look set to be scrapped in favour of fortnightly rounds after Town Hall bosses approved the plans.
Councillors gave the changes the go ahead at a cabinet meeting — despite an 11th hour attempt by the Conservative Group to save weekly collections.
The decision came as the cabinet approved plans to increase council tax by 3.5 per cent and cut a further 50 jobs to save £8.8 million.
In the next two years, Bolton Council must save £43.6 million.
Under the new bin system, which will save £2.6 million a year, people will receive a food waste container, that will be collected weekly.
Grey bins, for household waste, and recycling bins will be collected on alternate weeks.
The council believes the new system will increase recycling and save money.
But the Tories said it is removing the one “universal service” that the council provides to all residents, and presented an alternative plan to the cabinet. It would see £2.2 million from reserves being used to give residents smaller 140 litre capacity bins to replace their 240 litre bins, which could then be sold for an estimated £200,000. The smaller bins would be collected each week but their size would encourage residents to recycle.
Cllr Andy Morgan said: “People are looking at having a 3.5 per cent council tax increase but at the same time we are going to reduce the one service that everybody benefits from.
“We offered an alternative, to keep the weekly collections for people.”
The executive dismissed the Conservative’s plans and passed the proposal.
It will now go before the full council on February 20 and will be rolled out across the borough in April.
A consultation on the plans, carried out between September and November, 2012, revealed 72 per cent of residents thought the change would have little or no impact on their household.
Bolton Council’s executive cabinet member for environment, Cllr Nick Peel, said: “Moving to managed weekly collections will save money, increase the recycling rate and we hope will also have minimal or no impact for the majority of residents in Bolton.”

I think most of us will simply to continue to put food waste into the grey bin with the rest of the household rubbish. The reality is that hardly anyone separates their food waste into those silly containers we were given a while ago. To just say increasing recycling is the answer is so narrow minded. The real culprits are the Supermarkets and food packaging industries who continue to use unnecessary packaging. So Council Tax going up and more services taken away, well done to our Labour run council, they really are the party of the people aren't they.
Last time they had 2 weekly collections it was a disaster, however this time, hopefully the grey bins will not stink in summer - sooner or later the bins will be coded - as tried elsewhere and people who put the lot together will be fined anyway.

Secondly, would some one run the whole thing past me again, or is it a case of "The Kings new suit". Please explain to me how money can be saved? If the council employ the same number of operators (I hope they do) and there are weekly collections of one kind or another every week. Mileage same each week, wages same each week, pray tell what have I missed.

As long as residents are willing to make the effort and separate their recycling and are aware of when their different bins need to be put out, then I can't see any problems with these changes to rubbish collections in Bolton.
There have been none of the deluded issues of vermin, bad smells and fly tipping near me... these sensationalist arguments & concerns tend to be lazily wheeled out by those who are not willing to particpate and want these initiatives to fail.

stop buying it.
But our governments both local and national are at the beck and call of those supermarkets etc.

Percentages mean nothing unless they can be backed up with actual figures. How many people completed the survey? How many people couldn't be bothered to complete the survey because the council had already made up it's mind? What is the breakdown of the people who completed the survey, eg areas, age, ethnicity, low, middle, upper class.
The council need to provide more information to the people who elected them to act on their behalf, and they were elected to act in the electorates best interests. Hope these councillors can scam enough in bonuses and expenses so that they have a nice little nest egg for when they lose their seat at the next local election.
It's time the residents of Bolton stood up to be counted rather than just accepting whatever the Town Hall says.

- only buy what we will use
- shop at bolton market so very little packaging
It's quite easy really. Don't know what all the fuss is about.
In terms of bins, I think we could share our recyling bins with neighbours and have one or two between us if we had no space for our own of every colour.

A very sensible saving, going to fortnightly grey bin emptying. I only put mine out fortnightly anyway, as I make sure I'm recycling and use the other bins provided. If some folk are filling their grey bins to the top on a weekly basis, then they need to look at their lifestyle and / or their own recycling habits, as they must be gettin' it wrong somewhere!

Twice this year my bin has failed to be emptied due to crews 'overlooking' my street. The response..... They will collect an extra two black bin liners next time!!!
This situation will result in my family of 5 plus pets having to use one dustbin plus two bin liners every four weeks. Its ridiculous, there will be rubbish dumped everywhere where there are no cameras and rats will be rife.
Oh sorry, I forgot we're going to get another ridiculous grey pot for food waste to adorn our kitchens. Unfortunately we cannot all afford the house with enough space to hide it!!!!!

One grey bin, emptied fortnightly, should be sufficient for the overwhelming majority of households, so why should we spend resources on weekly collections, just for the few who can't be bothered to sort their waste properly?

Where I live there has been very little increase in local tax (less than 3% over last 4 years) - council services have not dimished, in fact they have increased - new schools, new libraries, more funding for local transport, roads are in tip-top condition and they try to stage a "community" town centre event at least twice a month and as for bins they are collected (both recycled and non-recycled) twice a week and are looking at plans to increase to 3 times a week. As for number of bins - we have 3 (regular waste, recyclable material and bottles)
it is about time Bolton Council started looking at other areas on how to improve services without job cuts or tax rises!!!!

We have had fortnightly collections here for almost 10 years with no problem whatsoever. With a garden waste/paper/bottle collection every alernate week our non-recycled bin even after 2 weeks is rarely full even with 3 children in thehosehold. You just get smarter at what you recycle - surprisingly little is actually un-recyclable.

Does anybody know how difficult it is to start an independent local political party to wrestle power away from these buffoons and get local people with local issues at their heart to stand against elected Labour Councillors in their respective areas ? Surely in this day and age of social networking and electronic media there must be something that local townsfolk can do to challenge this status quo ? Ideas anyone ?

For goodness sake, they are actually asking us to put food into the large GREEN bins which will be collected every TWO weeks, please understand that they are trying to keep a lid on this fact.

There is a need for weekly collections because we pay for it and it stops maggots and vermin being attracted to the area. Other local authorities may have tried it but so what? Do you have any facts to support your claim it saves money?
you say 99% of people won't have a problem with this, you have a short memory.
Waste collection is the council's responsibility, whenever it's collected.
Who cares how much Council Tax goes towards waste collection, the fact is rotting food should not be left anywhere for two weeks.

correct me if im wrong here, the green bins we could put fresh unused fruit and potatoe peelings in with the garden waste. Yet when i did this and placed it out, they didnt empty it, i was told when i rang it was contaminated. HOW? id only put in what they had said we could. I recycle and still fill the grey bin in a week. (family of 7) and before any trys to slate me, yes we both work full time on decent incomes!
Also as other people are saying on here, most of the current Labour councillors have been voted in because they promised NEVER to go to fortnightly, but have now double-crossed everyone.

When it first started in our area about two years ago, I had the same misgivings that a lot of your correspondents seem to have. However they have proved to be unfounded. True, it takes a little more effort to recycle, but our bins are never filled to overflowing like they used to be.
We have a green bin (garden rubbish and peelings, dry food waste etc), and a brown bin for cardboard, paper and tins and a separate crate for glass which are all collected one week, and a black bin for everything else which is collected the next week.
The only thing we don't recycle is cooked food waste (chicken bones for example) which just go straight in to the black bin.
We have not had any problems with our council. We thought would not be able to cope with the collections. This has proved to be unfounded - if they miss a collection for any reason (usually the snow in this part of the world), they simply catch up a.s.a.p.
We no longer have the problems with bin bags ripped open by marauding dogs, cats or urban foxes etc that we used to have.
The main problem with the bins is not one of collection, but storage. People with little or no land tend to leave them out on the footpath, which causes an obstruction for pedestrians and especially pram and wheelchair users. Usually, the same thoughtless idiots who cannot be bothered to recycle are the same ones who leave their bins lying around everwhere.
All it takes is a little bit of thought, and the system works well.

So our services are cut, council tax is increasing and the only people who don't lose out are the town hall chiefs like Asquith who have all had pay rises recently? Bolton is now running in parallel with Saddam's Iraq, the people starved while he lavished himself with palaces with gold taps! Us and them scenario which needs sorting in the next election's, get rid of the fat greedy pigs with their snouts in the trough!

FACT: Where bins have gone down to fortnightly there has been increased numbers of urban foxes
FACT: Where bins have gone fortnightly there has been an increase number of rats and other vermin
FACT: Where bins have gone fortnightly, during hot spells the smell of decaying rubbbish is at its highest (just think of a smell of a tip during summer months and thats whats happening in your bin)
FACT: Going fortnightly does not save a penny for the council, infact its wasting money due to crews and machinery not being deployed properly and teh cost of operating actually increases and not decreases!!!
