Whoever puts their names forward will have a difficult job in persuading people to leave their homes to vote.
Public perception of politics and politicians is probably as low as it has ever been in recent times, a situation which the recent furore over MPs' expenses has done nothing to improve.
The turnout in the 20 Bolton wards on May 1 is again likely to be low - and that will be another blow to local democracy.
The council elections badly need candidates capable of inspiring people to go to the polls . . . and that may well mean concentrating on the issues, not the requirements of party politics.
