Packed trains can't be safe?

BUSES have always limited the number of passengers, including a maximum number who are allowed to stand. This is presumably for very good safety reasons.

So, in these days of mindless health and safety regulations, why are the train companies allowed to pack passengers into carriages like sardines? Surely there are the same safety issues on trains as on buses?
