To be fair what Bolton Council are proposing DOES work in other towns and cities.
In a city where I lived, Almere, had a market 3 times a week and the stalls were installed the night before and taken own the same evening as the market closed for the day. Each stall had electricity connections, enough space etc etc etc.
Now if you do not believe it can work there are many stalls in thee London area that are just temporary stalls and work fine (in fact there is a market in one of the side streets net to Euston Station at least twice a week and its only temporary stalls!!! Then look at all the market stalls in or near Soho - all temporary stands with connections!!!
It can work in Bolton, if done correctly, but the problem we have are the inept councillors who do not know how to do things properly and make a mess of everything they do, because they are not even half-arsed!!!
