PROPOSAL TO REMOVE THE GOLBORNE AND LOWTON CO-OPERATIVE TRUST (GOALCo) AS THE FOUNDATION FOR LOWTON JUNIOR AND INFANT SCHOOL
Notice is given in accordance with Regulation 4 of The School Organisation (Removal of foundation, Reduction in Number of Foundation Governors and Ability of Foundation to Pay Debts) (England) Regulations 2007 that the Governing Body of Lowton Junior and Infant School, Newton Rd, Lowton, WA3 2AW, a foundation school ('the School'), intends to make the following alteration to the School with the I st September 2019 being the proposed implementation date:
? It is proposed to remove the Golborne and Lowton Co-Operative Trust
as the foundation for the school. In 2010, Lowton High School, Golborne High School and Lowton Junior and Infant School joined together to form a trust which is referred to as GOALCo. The aim of the trust was to further improve the educational opportunities for not only the pupils, but also the staff and the governing body. At this time the plan was to relocate the school as part of the 'Building Schools for the Future' programme which was subsequently discontinued by a change in Government in 2010. All of the schools therefore remained in their current locations.
Shortly after, Lowton High School changed its foundation and became Lowton C of E High School which resulted in them leaving GOALCo - the Trust.
The remaining two schools initially both benefited in shared educational activities and outdoor education weeks. However, the physical distance between the remaining schools made this difficult to sustain. The responsibility for continued school improvement remains the role of each schools' governing body. Other than owning the land, GOALCo, have no involvement in the leadership and management of the school and continued membership is of limited value.
The members of the governing body at Lowton J & I have therefore been considering the impact that being a member of GOALCo has on the outcomes for the children at the school and believe that outcomes would improve still further if the school left the Trust allowing the Headteacher to focus all her attention on improving teaching and learning. The School conducted its own consultation before publishing these proposals. The consultation ran from the 25th February 2019 - 24th March 2019.
Twenty-six responses were received in total: sixteen "strongly supported' the proposal and ten "supported". There were no responses that opposed the proposal.
