RE Bolton Council's decision to ban e-cigarettes in council buildings. Can I ask the council whether this ban can make the obvious extension to Shisha bars?

Granted, these are not council owned. But for the council to continue to support Shisha bars by granting them licences to open purely for the “enjoyment” of smoking, seems to be an contradiction, considering the council’s concerns over the safety of e-cigarettes.

There is no proof that e-cigarettes are harmful, yet there is evidence from the World Health Organisation and British Heart Foundation that shisha is far more harmful than smoking normal cigarettes.
