DAVID Sharples is not the only reader to question the tactics of Bolton Council's enforcement team when it comes to litter.
A few months ago, a pensioner was caught dropping a cigarette butt and claimed he was frogmarched to the town hall to pay a fine.
A few days later, I happened to be in Newport Street and was appalled at the amount of litter strewn all over the place and it got me thinking.
Is the enforcement team picking on soft targets and then publicising the offence via The Bolton News as some symbolic deterrent ?
Does it believe that people who are more likely to drop litter are people who are interested enough in their local community that they buy The Bolton News to read about litter bugs being fined ?
I actually find the number of fines suspiciously low.
The enforcement team should stay in one spot for a day and they will catch dozens of people dropping litter. It would be like shooting fish in a barrel.
