I READ with much concern of the millions of pounds of unpaid council tax (June 23), and this must surely be one of the major causes of the council's cash flow problems.

These money problems, we are told, were one of the reasons for last year's very large increases in home carer charges, and this year's totally unrealistic payment terms the council have imposed.

It is impossible to comprehend giving a 93-year-old housebound lady 10 days (from date of invoice) to pay a bill, when five days of this period were taken up getting it to her.

Trying to accommodate the council's requirements has caused her much distress, and us, who assist her considerable embarrassment.

May I be permitted to enquire how long it takes the council to pay for the services it purchases, and where has its care and concern for the elderly, housebound and handicapped of Bolton gone?

I can but assume it is easier to chase them for immediate payment of current accounts, rather than collect the monies which have been owed to the council for years.
