If ever there was a clearer distinction between the parties it is hard to recall.

The confirmation by David Cameron that under Conservatives Bolton will be freed from the threat of congestion charges shows that Bolton Conservatives have been right all along to oppose Labour and Liberal Democrats. Both have backed the TIF bid, saying it is the only way forward.

Their crude attempts to blackmail the public into believing that there can only be investment in public transport if congestion charging is introduced have been exposed once and for all as a sham.

It is absolutely clear. Labour and Liberal Democrats in Bolton and nationally support the TIF bid based on congestion charging. Labour's Ruth Kelly invited Bolton Council to make the bid. The Liberal Democrat Leader said recently: "In principle I support road pricing in all our great towns".

David Cameron has confirmed what Bolton Conservatives have said all along. Under a Conservative administration there will be NO congestion charge.
