HAS anyone considered that people who live and work in the outer and inner rings will not pay a penny, although they will benefit most.
While people outside the rings will be paying to work, shop, and even visit Hope Hospital, without much benefit to areas outside the rings.
Bolton already has a new bus station, one of the things said to come from the congestion charge.
