PLANS have been put forward for a new power plant in Blackrod.

Developers want to build the gas-fired energy station on land off Moss Lane near the Blackrod Trading Estate so they can produce power at times when the National Grid struggles to meet demand.

Gary Poole, of High Street, Glastonbury, has submitted the proposal to Bolton Council. His report to the council says: “In order to meet the Government’s targets of reducing carbon emissions, the energy balance is becoming increasingly reliant on renewable energy sources such as wind and solar.

“With a heavy reliance on climatic conditions, these sources can be more unpredictable. Coupled with the phasing out of coal-power stations, there is a growing need for new power plants that can respond quickly to local demands.

“Reciprocating gas-engine technology is clean-burning, efficient and responsive and is able to generate power at very short notice.”

When power demand is at its highest, the plant would be able to spring into action and be at full capacity within five minutes.

It would run for 1,500 hours – or a combined 62 days – a year. The report adds: “Typically, the station would be switched off, waiting for an instruction via National Grid to power up.

“These instructions could come as a result of system instability or peaks in demand, which would require generation support from the facility for up to seven hours per day between 8am and 8pm, typically on weekdays.

“From November to February, the facility may generate to reduce stress on the electricity transmission system.

“Historically, these peaks last for up to three hours, between 4.30pm and 7.30pm.”

Mr Poole said the location would be suitable under Government policy and that the plan adheres to local and national planning policy.

If permission is granted, two part-time staff would work there and there would be three parking spaces.

The council is aiming to make a decision by October 20.
