RESIDENT anger over the development of a “country lane” has prompted a response from the government.

The Department for Transport has replied to concerns over the classification of Mill Lane, saying that Bolton Council has not acted wrongfully in allowing it to be expanded.

The Lostock road, which becomes Ox Hey Lane, is surrounded by two projects currently being built, including the construction of 13 luxury properties by Westchurch Homes Ltd and a new coach car park in the adjacent Bolton Wanderers Academy training ground.

As a result of the developments, Mill Lane will be the only route out of the area for residents.

The road is being widened for the use of all traffic and will become an adopted highway once works are completed. Chris Green MP asked if the lane is classified as a restricted byway and if Bolton Council has requested permission to make the changes.

Mr Green said: “After making enquiries with the government it was confirmed by the Department for Transport that Bolton Council has not acted wrongfully by allowing any changes to Mill Lane and Ox Hey Lane.

“This however does not excuse the considerable disruption that local residents have had to face as a result of the construction works taking place, which Bolton Council could have avoided with planning and addressing the concerns of residents in advance.”

He added that a list of 14 concerns raised at a public resident meeting have now been put to Bolton Council. The list includes doubts over rubble in the land designated for the coach park.

Residents of neighbouring Fox Hunter Close have reported that there has been six feet of rubble dumped, causing their houses to shake when deposited by trucks.

The rubble is also said to be leading to flooding and subsistence problems in their properties.

The residents also aired concerns that the contents of the rubble are unknown and may be toxic.

Bolton Wanderers Football Club has been approached for comment.

Other issues raised include questions over who now has right of way on Ox Hey Lane and if removed speed bumps on Mill Lane will be replaced. A council spokesman said: “We have been contacted by the MP’s office with a series of questions, which we will be responding to in due course.

"Residents’ issues and concerns were assessed and considered prior to the work on Ox Hey Lane and Mill Lane.”
