COUNCILLORS are concerned about flats becoming a house of multiple-occupancy in all but name.
Westhoughton Town Council voted to send an application, to change two flats into four studio apartments with a first floor extension, back to Bolton Council for a decision.
The change of use planning application relates to 78 Church Street in Westhoughton.
Cllr Gill Williams said: "We sent one back that was very similar, changing flats into smaller flats.
"You're verging towards multiple occupancy."
The councillors also expressed concerns about parking because of the possibility of increased residents in the building.
