A signalling fault is set to cause even more delays for rail passengers.
All lines between Darwen and Bromley Cross are set to remain blocked by the fault until at least 6pm, rail firm Northern said.
Trains scheduled to run through these stations may be cancelled or delayed, with disruption expected until 3pm.
The Northern services from Blackburn to Rochdale and Clitheroe to Rochdale which stops at Bolton, Hall-i-th-Wood, and Bromley Cross have both been affected.
Network Rail staff are on site and hope to fix the problem soon.
Rail commuters were also faced with major delays this morning after severe weather blocked lines at Preston.
All lines at Preston station reopened around 9am after debris fell onto the tracks from the station roof.
