A new 115-home estate is planned for a an area of partially green land currently used for horses and a caravan storage park.

Morris Homes plan to build the estate north of Radcliffe Road, Darcy Lever, Bolton.

A design and access statement lodged in support of outline planning permission gives details of the development site.

It states: “The proposed scheme consists of 115 homes, along with new wildlife ponds, sustainable urban drainage ponds, trees,

hedgerows and cycle and pedestrian paths.

“The homes will be a mix of one to four-bedroom, two storey dwellings, in the form of mews, semi-detached and detached types.

“The north edge of the site is a heavily vegetated land strip, formed of a mature tree line.

“The west half is the current location of a caravan and motor-home storage park with a large area of gravel surfacing with a metal fenced perimeter.

“The east half is an open, unmanaged undulating horse’s field while at the centre of the site is a body of dense vegetation and trees, surrounding a pond.”

The report says the location benefits from existing access to Radcliffe Road and is within a 20 minute walking distance of local shops and Breightmet retail park, and a 20 minute cycle journey to Bolton centre.

Morris Homes said that the proposed layout design has been designed to provide a structure that promotes ‘good urban design qualities’.

The statement, added: “It will have a regularised street network with clear hierarchies that runs parallel and perpendicular to Radcliffe Road, the most

significant street in the local hierarchy.

“This is to simplify movement, both in ease of moving through and around the scheme, and also in legibility and understanding where you are within the scheme.”

The proposed vehicle access will be from a repositioned junction from Radcliffe Road.

The report states that under Bolton Council’s current codes of practice, a maximum of 50 homes can be served off a single access point so there would be a need for an emergency access point.

That emergency access will connect from Radcliffe Road to the east of the proposed site access and connect with the internal roads.

To avoid use by non-emergency vehicles, the emergency vehicle link will be controlled with demountable bollards.

Planners at Bolton Council will consider the proposals in the coming weeks.
