A motorist was taken into custody after police said he was driving on a provisional licence.
The arrest happened after officers pulled over a Kia Sportage in Farnworth yesterday.
The car was stopped in Blackley Street.
Officers say the driver had a provisional licence and was on the road unsupervised.
A spokesman for GMP Traffic added the driver had no insurance and failed a drugs test.
The spokesman said: "He's off to Bolton custody and the car seized."
Police in Bolton are working to make the roads safer.
Earlier this month GMP revealed the work of its traffic police community support officers have done this year.
They have attended 666 incidents, processed 5985 speeding offences, handled 1404 number plate offences, 118 seatbelt violations, 16 misuses of a mobile at the wheel and visited 523 speed sites.
