Emergency services were called to Farnworth yesterday.
A cordon was in place near a building called Westwood House in Hesketh Walk, which is just off Fredrick Street.
Neighbours said there was a large police presence, with the tactical aid unit being deployed to the scene.
The nature of the incident is not clear and police and the fire service have been contacted for a comment.
