An investigation has been launched after an individual has been seen rifling through bins and scattering items around.

The person, thought to be a man, has been striking in the Breightmet area, and has been caught on CCTV.

Bolton at Home has confirmed they have been made aware of the man's actions.

Residents say the man has been searching bins and scattering contents outside people’s houses.

It is understood the individual has been captured on CCTV by a number of residents in Breightmet.

He has been seen on Garstange Avenue, Withins Close, Greenroyd Avenue, Red Lane.

Ward councillor Stuart Hartington said he was aware of the issue.

He said: “Quite a few people have mentioned it to me.

“The housing association as well as the police have been informed.

“They are certainly trying to resolve the situation.

“Quite a few people have got in touch with me because of how much mess just one person is causing by going into people’s bins.

“It has been going on for at least three to four weeks.

“The areas where have been reports include the Red Lane area and also Garstang Aveue and Greenroyd Avenue, so across Breightmet.

He also urged people with information to contact police.

He added: “Most people in Breightmet do not do things like this.

“It is such a shame that one person can have such a huge effect.

“I hope it stops as someone has been having an effect on so many people.”

A spokesperson for Bolton At Home confirmed they were investigating the problem.

They said: “We have been informed of this issue, and are investigating as a matter of priority whilst liaising with the local police.”
