Operator Active Approach is seeking a Lawful Development Certificate to use the property as a home for up to two young people aged between five and 17.
The company says the home would provide full-time care for children who may have experienced emotional difficulties or previously lived in foster care.
No external changes to the property are proposed.
The home would be staffed by care workers on a rota basis, with two members of staff typically on duty during the day and two sleeping overnight.
In documents submitted to the council on June 1, Active Approach argues the use would be similar to that of a family home and would not result in a material change of use requiring planning permission.
The company says traffic levels would be low, with children attending school during the day and many local amenities within walking distance.
The application states that Bolton Children's Services has identified a need for additional children's residential care provision in the area.
Bolton Council will consider the application before making a decision.
