The Lever Arms on Top O' Th' Lane in Darcy Lever has been vacant since 2020, with various plans that have never come to fruition to redevelop the site put forward since then.
But now the latest plan put before Bolton Council could see alterations to the windows made to transform the abandoned pub into a café.
A justification statement said: "The premises have historically operated as a public house, which generated customer activity, vehicle movements, and associated noise throughout the day and evening.
"The proposed café use is expected to generate a lower level of noise than the previous public house use, with activity focused on seated dining and without entertainment, drinking-led activities, or other sources of elevated noise.

"As such, the proposal is not anticipated to give rise to any additional or unacceptable noise impacts on neighbouring properties."
Previous plans to demolish and then build over the pub have been put forward and then withdrawn over the years.
In October last year, a proposal to transform the vacant site into new flats was withdrawn by the would-be developer.
This proposed building over the pub itself and the grassy area to the south of it to create 18 new flats, 14 of them one bedroom and four of them two, with four two-bed semi-detached houses.

The flats would have been spread out over two buildings, one two storeys and the other three storeys.
The pub itself had previously been deemed to be "beyond repair", an "eyesore" and a "mess" by the then Little Lever and Darcy Lever councillor Sean Hornby back in March 2023.
The most recent plans for the café were received by the council on Monday, June 29 this year and validated on Monday, August 3.
The justification statement said: "Overall, the proposed change of use is considered to have a reduced environmental impact compared with the lawful public house use, and it is therefore concluded that separate noise impact and odour and fume assessments are not required to support the planning application."
Bolton Council will aim to decide whether to approve the bid by Monday, September 28 this year.
