MUCH has been written recently about the misuse of Victoria Square and of the need to protect its serenity.

Having recently enjoyed a cruise on the Rhine, I was very impressed with the cleanliness of the German towns and cities where, clearly, all residents and visitors observed the code for the disposal of litter.

My other surprise was to witness activities in the city centres where, contrary to our concept of Victoria Square, talented artists and performers displayed their skills.

In Cologne, for example, there were two "roller bladers" weaving twists and turns around plastic cups; a quartet was playing "oompah" music, while several pavement artists were creating "masterpieces" and portraits with a variety of chalks, and the monumental clown who moved every few minutes. The performers drew their own audiences and appreciation was expressed by the tinkling of euros.

With all this activity in front of the Cathedral, my lasting impression was that the heart of Cologne was extremely healthy. Is it too much to question whether Bolton could create the same picture -- if only for two or three days each week for a trial period?
