THE LARGEST jail in western Europe is "seriously under-performing", the Chief Inspector of Prisons has said.
HMP Liverpool came under fire from Anne Owers, who found the overcrowding crisis and poor industrial relations led to an "unacceptable regime". Parts of the prison have cockroach infestations, broken windows and were generally unclean, her report says.
With new management support, the jail are planning major improvements, the Prison Service said.
