RESIDENTS who say their street has not been resurfaced since the 1930s are refusing to pay their council tax.
They are demanding repairs to the cul-de-sac on Whitebirk Road, in Blackburn, which they say is dangerous.
Blackburn with Darwen Council says the road will be repaired eventually, but adds that there are other roads in a worse condition.
