I HAVE received three parking tickets, the first for being one minute late returning to my car (I had to watch the attendant finish writing the ticket), and the last for having my front wheel just over a bay marking in an empty car park.

The latter encouraged me to write with a few questions in the hope that other readers, perhaps members of BMBC, might be able to answer them:

1. Are the car parking attendants paid on commission per car which increases the likelihood of them "working-to-rule"?

2. Do car parking attendants hover around cars that have a few minutes left on their ticket, hoping that a returning driver will be held up and be over the designated time?

The reputation for unfair penalty charges (which has been confirmed by many people outside the borough) must surely be turning visitors and shoppers away from Bolton. I think Bolton Council have an inappropriate policy of monitoring parking in the town centre and that this should be reviewed to install a fairer penalty system.
