To balance the equation, will they also go soft on speeding offences?

I very much doubt it, as speeding offences rake in a great deal of money in fines. And, now that they are allowed to keep this money, they are becoming greedy.

This is shown by their attempts to get speed-limits reduced, making it easier to catch unsuspecting motorists, and cash-in on this lucrative source of funding.
