BOLTON-born Richard Dykes is to resign next month as Managing Director of the Royal Mail.

Mr Dykes, aged 56, took over the high profile job in May, 1995 after serving as Managing Director, Post Office Counters Ltd since September, 1993.

Royal Mail is part of state-owned Consignia -- formerly the Post Office.

Service quality has been plagued by industrial action and Postcomm, the industry regulator, is consulting on ways to open the Royal Mail monopoly to competition.

Mr Dykes is understood to be planning to start an internet company.

His father, Alan, ran the AA Booth tyre business in Newport Street, Bolton for many years and he lived in Devonshire Road until his parents moved to Lostock Junction Lane when he was about six. He attended Bolton Junior School continuing his education at a prep school in North Wales and Rossall School, near Fleetwood.

He left the North-west in 1963 and before he joined Post Office Counters he was a high level civil servant and Director of Industrial Relations for British Shipbuilders.
