PARAMEDICS fought desperately to revive the two guests in the ambulance as they took them to the Royal Bolton Hospital.
A Greater Manchester Ambulance Service spokesman said: "Sadly, despite the paramedics' brave attempts, the battle to save their lives was not successful."
The pair were pronounced dead at the Royal Bolton Hospital.
Four emergency ambulances from Bolton North, Blackrod and two from Highfield stations were called to the scene.
At 1.30am, 20 people were still unaccounted for.
Paramedics treated four casualties who suffered severe injuries. The two who died are believed to have been taken to the Minerva Road hospital and the two others to Bury General.
They also administered first aid to the walking wounded and helped many who were left dazed with shock.
A GMAS spokesman said: "It was a very tragic incident."
