AS a responsible dog owner, I am in favour of fines for people who allow their pets to foul pavements/public areas. Yesterday I was witness to an animal fouling the pavement an area of at least 2 metres by 30 cms. The owner was totally unconcerned and in no danger of a fine.
The animal was, of course, a horse being ridden along the pavement on Darwen Road, Bromley Cross, in the middle of the afternoon. A young mother with a pushchair and a toddler had to negotiate this huge steaming mass as she made her way to the local shops. Dog mess is unhealthy and unsightly, but dogs do stand still and deposit their mess in one spot !
Why aren't horse owners/riders subject to the same rules and regulations on cleaning up after their pets as dog owners ? Also, why are they allowed to ride on the pavement, which is meant for pedestrians ?
