SIR: Most readers will remember the TV crime series adapted from real life stories and concerned a special group of Police Officers which was set up to combat the terror caused by such villains has Scarface, Al Capone and others. This force became known as the Untouchables.

Now today in our own town we have the untouchables, but these are not enforcement officers, but juvenile trouble makers. In the eyes of these 10 to 16 year olds it must be quite good entertainment to have respectable people being made fools of by the juvenile court should the helicopter police manager to catch them .Perhaps the person who has been tormented beyond endurance takes the law into his own hands because the police are not in attendance during the harassment, or vandalism. But if the arrest is made by the citizen, and as the Law says, he hands them in to a local police officer, he could be in trouble if the parent makes allegations of assault. He will be charged, which may result in a fine.
