RAMSBOTTOM library is on course to become a 'one stop shop' for council services and adult education.
The refurbishment is scheduled to finish in March and, as the building is in a conservation area, natural slate and local stone is being used.
Sandstone from Fletcher Bank quarry has been cut into a plain rubbed ashlar finish by Stancliffe Stone of Matlock, Derbyshire to provide a traditional faade.
The building will have a lift, new toilets and a range of facilities for disabled people. It will boast a council information point where visitors can pay rent, council tax, report housing problems, check on housing availability and apply for bus passes.
Adult education classes are moving over from the Carr Street building, which was not suitable for users with disabilities. Councillors hope the switch will encourage greater take-up of flexible learning courses such as literacy and numeracy, home and office IT, and a range of business and management courses.
