I have listened to all the debates and have decided there is no easy answer to the dog problem. I would suggest every dog is licensed and muzzled in public, and every dog walker carries the licence when in public with the dog.
A dog is like a weapon, some more dangerous than others. With a pit bull, for example, you may as well carry a gun -they have the potential to kill.
Anyone whose dog hurts or even kills an innocent person should face the same rules for GBH or murder: locked up for a long time. It is time to stop pussyfooting about.
